Has anyone developed any house rules that better reflect the one shot only approach of the originals as used by the Persians and Successors? The rules as they stand seem to better for traditional heavy chariots as used by the Indians for example.

I'm not sure if it is what you are after but Joe Bisio has rules for Scythed chariots in several of his scenarios:

JB04 Amnias River (88 BC)

X21 Chaeronea (86 BC)

X04 Magnesia (190 BC)
