when playing a section leadership +4 card in a section which contained a second, attached leader, I was asked whether 2 orders could be given from the 4 to the unit and the second attached leader? In other words could 2 of the orders be given to move a unit and detach the leader?

I'm not talking about the main attached leader but the second attached leader within the section.

Card says "units" and do not mention leaders.

Sorry, but the intro in the rules says :
"Leadership cards allow you to order a leader, any unit to which the leader is attached, plus a given number of units or leaders in adjacent linked hexes to move and/or battle."

So, I presume we can order a leader. Am I right ?

Yes, but only in the case of a leader "alone" (as shown in the illustration in the rule).

The last sentence, after the text you mention, is :

"A leader may not detach on a Leadership Command card."
